Within Ministry of Justice, the Digital and Technology Department, is responsible for delivering IT solutions and products to the MoJ estate and related businesses. The Hosting Programme is part of the MoJ’s Technology Transition Programme (TTP, formerly FITS) and is responsible for the provision of new hosting infrastructure for up to 37,000 users. This will include the migration of applications to a new data centre.


  • The Business Support Manager is responsible for driving and leading a team to that is able to deliver at pace with quality outcomes that meets the needs of the business and enabling the smooth running of the day-to-day business of the Directorate. 
  • Lead on the generation of content for all deliverables associated with the Directorate, and generating Directorate owned content to meet business plan deliverables. 
  • Managing the Directorate’s Budget and management of financial processes. 
  • Balancing the resources of the administration team with the requirements of the Directorate, staying abreast of changes that affect the volume of work received, contributing to the refinement and improvement of processes.
  • A Senior Project Manager in this role must have significant experience of large-scale technical projects, delivered in complex environments, be comfortable with business and supplier facing engagement and full end to end programme life cycle exposure.

To be suitable for the role you must demonstrate experience in the following;

• Delivery a new data centre

• Migrating legacy applications to a new data centre

• Managing suppliers Principle duties / responsibilities / key objectives:

• Manages a single major project or a number of smaller initiatives to meet identified solution delivery, acquiring and utilising the necessary resources and skills within agreed parameters of cost, time and quality

• Acting as a solution integrator and working with lead suppliers and external partners in a service tower model.

• The identification, planning and coordination of a set of major work packages within a project or work streams to manage their independencies in support of expected outcomes

• Risk and Issue Management across the project, as needed.

• Works with a variety of key MoJ business stakeholders and significant third party suppliers to assure process and quality in Delivery Management.

• Effectively estimates costs, timescales and resource requirements for the successful delivery of the project(s) to agreed terms of reference.

• Responsible for the definition, documentation and safe execution of a project or a work stream within a larger project, actively participating in all phases of the project. Identifies, assesses and manages risks to the success of the project.

Experience Required


• Significant experience of Project managing technical deployments, for example, delivering new infrastructure.

• Proven record of accomplishment of successful project delivery in highly complex environments or a large organization (10,000+ users).

• Experience of working in a multisource / “tower” delivery model.

• Skilled in information and communications technology. Has working knowledge of relevant development life-cycles.

• Experience of financial management in a project context.

• Experienced Project Manager with a track record of delivering successful large scale / complex technical projects within the public sector.

• Commercial experience of large scale IT service outsourcing.

• Experience of formal project / programme management methodologies such as Prince2 and MSP with experience of leading technical delivery work streams.

• Reporting to the Programme Manager informing of status of development effort and serves as liaison between technical delivery staff and /or Suppliers across multiple projects.

• Previous customer/client facing deployment role experience essential

• An experienced IT professional, with evidence of project delivery capability developed in a customer focussed environment.

• Demonstrable people and professional leadership skills that will empower, support, robustly performance manage and develop your teams to achieve the highest performance standards

• Ability to assimilate, integrate and extract relevant information in a concise manner, as appropriate.

• Ability to manage multiple technical teams within budget and project schedule. Desirable

• Familiarity with the Government IT Profession and cross government IT policies.

• Understanding of the Government and working in the justice system.

• Knowledge of Managing Successful Programmes (MSP) methodology.
