Role: Commercial and Planning Officer

Location: Remote

IR35: Inside

Rate: 400-542/day

Duration: 9 Months

Security Clearance: Active SC Essential

As a Commercial and Project Planning Officer (SC Cleared) your main responsibilities would be:

  • Support the delivery of end toend sourcing activity including pre-procurement activity, requirements definition, strategy development, market engagement and producing the
  • invitation to tender pack (including specification, technical and financial evaluation and contract drafting)
  • Support development of the specification document and full business case for the Witness Service and Homicide Service
  • Support on the overseeing of the competition and developing the evaluation process (including creation of weighted evaluation matrices)
  • Support on delivering the contract implementation and management activity, working closely with stakeholders to deliver mobilisation, performance management, contract variation, negotiation and exit activity.
  • Support on the engagement with the current provider on transition arrangements, including legal arrangements such as TUPE or other considerations, as required.

You’ll have relevant experience in:

  • Working knowledge of public sector procurement legislation including application of public sector procurement legislation in a public-sector body
  • Excellent stakeholder management skills, including experience in managing expectations and communicating risks and issues.
  • Experience supporting the creation and delivering sourcing exercises end to end within UK public sector organisation(s) (from identification of business need through to award and mobilisation)
  • Working knowledge of Procurement Systems, e.g. Oracle (ERP) and/or Jaggaer (Bravo)
  • Project management experience, meaning the practical knowledge and application of project management processes, tools and techniques including the creation of weighted evaluation matrices (essential)
  • Strong analytic ability to identify key issues and form strategic links within and beyond their project
  • A proven track-record delivering support for sourcing and/or contract management in a high value complex commercial environment
  • Ability to show evidence-based decision making
  • Excellent written and oral communication skills
  • Working with large, high value contracts
  • Exit and mobilisation of large contracts
