Our client is a leading Rail company currently seeking n Engineering Director for an Initial 6 month Contract.

Role Summary:            Unique opportunity to support the development of a nationally significant infrastructure project currently in its initial stages through developing and maintaining appropriate engineering standards, establishing asset management strategies, monitoring design compliance and approving designs through a review and assurance process and developing and implementing systems engineering policies and practices.
THE PROJECT
This rail company is a new and exciting opportunity to be at the forefront of the changing landscape of the rail industry, delivering substantial fast-paced improvement to modernise the railway.
East West Rail is a proposed new rail link between Oxford, Milton Keynes, Bedford, Cambridge and potentially beyond. As part of the wider plans for this strategically important corridor, it is one of the most high profile infrastructure projects in the UK today. The new railway will improve local connectivity and serve as a catalyst for economic development and the creation of new housing, as well as significantly reducing existing journey times.
In the 2017 Budget, it was announced that the This rail company would be established to bring new drive and focus to the project. The Secretary of State for Transport recently launched the company, highlighting its role to bring innovation, to deliver more quickly and cost-effectively than existing models, and to develop competition with Network Rail. The company is now scaling up significantly as it prepares to take on obligations relating to the delivery of the Western Section and Central Sections of the scheme, which will provide both innovative upgrades to existing track and to design then construct new infrastructure.
 RESPONSIBILITIES AND ACCOUNTABILITIES
As Engineering Director for the Our client scheme you will:

  • Support Engineering activities on Western and Central Sections with responsibility for all engineering disciplines
  • Be accountable for the development of processes, definition of system requirements and management of associated data related to Engineering
  • Develop and manage policies and standards for all aspects of the railway (track, civils, signalling, electrical, environmental, etc.)
  • Be accountable for evaluating and managing derogations from engineering standards
  • Be responsible for compliance with Engineering policies and standards and safety requirements including undertaking appropriate design review & approval processes
  • Be responsible for technical engagement with Network Rail to maintain alignment in standards and practices
  • Oversee the integration of the infrastructure and systems across the scheme and with the network controlled by Network Rail
  • Provide engineering and technical support to the Strategy Director for delivering industry systems integration
  • Be responsible for developing and implementing systems engineering policies and practices
  • Lead development and application of asset management and maintenance strategies
  • Lead design and establishment of asset information standards, processes and systems to be adhered to by client and external parties
  • Identify and advise on value engineering opportunities for the Western and Central sections
  • Identify and advise on opportunities to deploy innovative engineering solutions across the scheme that support the overall objectives
  • Provide the necessary technical inputs to the development of required business cases
  • Manage and lead a team with matrixed ways of working. This will include being responsible for performance reviews and objectives setting with direct reports
  • Be accountable for the development of processes, definition of system requirements and management of associated data related to Engineering and the teams which sit within this business area

Given the early stage of the project, it is likely that the nature of the role may evolve as the project progresses. It is also possible that other ad-hoc activities and duties may be required.
EXPERIENCE AND SKILLS
As Engineering Director for the Our client scheme, you will have significant experience in leading multi-disciplinary operational and delivery engineering teams. Ideally, this would include extensive experience in one or more of the technical disciplines required by the company. and in a safety critical environment.
Your skills and experience will include:

  • The ability to deliver engineering solutions within a complex technical environment
  • The ability to lead within a complex stakeholder environment
  • The ability to lead and motivate professionals from multiple disciplines, to build and maintain high quality service results, setting a collaborative culture, building capability and creating an environment of continuous learning
  • Strong analytical skills with the ability to analyse complex data (quantitative and qualitative), draw conclusions, and produce solutions and decisions
  • Excellent communication skills with the ability to promote and execute programme strategy
  • Proven influencing skills, including negotiating and facilitating joint decision making with colleagues and stakeholders
  • Comprehensive knowledge of best practice in an engineering and technical environment across the asset lifecycle
  • Extensive knowledge and understanding of large scale and technically complex projects, commercial issues, legal aspects, financial control and procurement processes and techniques
  • Knowledge of asset management processes and techniques
  • Knowledge of relevant legislation and standards
  • Strong leadership skills to bring together diverse teams with differing knowledge bases and skillsets to become one unified delivery focused unit
  • Experience of working in a senior management role and of managing resources in a matrix organisation to develop high performing, delivery focused teams
