A central Government body in London is seeking a Head of Commercial for an initial 6 month contract with likely extensions. 

Role: NSI Commercial Lead : ECHO2 Network Services Integrator (NSI) Procurement
Contract Length: 6 months with likely 2 + extension
Location: King Charles Street London
Pay Rate to Candidate: £700- £750 LTD 

Key responsibilities:

• Execute agreed procurement strategy and go to market approach
• Participate in cross functional workshops and leading on commercial matters as required
• Manage all required supplier engagement and correspondence
• Draft all ITT, Evaluation and Contract documentation
• Lead the CQ and Negotiation process
• Lead the evaluation process up to and including contract recommendation
• Obtain internal/external approvals
• Ensure that all procurement processes are compliant with relevant legal and policy obligations
• Engage legal assistance from the programme’s retained legal advisors as required
• Establish a clear audit trail and filing of documents in accordance with programme and departmental document retention policies
• Preparation of detailed contract education packs and commercial playbooks to facilitate contract handover to operational teams
• Maintain RAID for commercial related matters affecting the NSI procurement including the development of effective mitigation strategies and flag issues for escalation as needed
• Preparation of reports and attendance at formal and informal governance meetings as required
• Develop and maintain effective relationships with internal and external stakeholders

Qualifications & Experience
• Extensive public sector procurement experience
• Experience working on Major Government IT/Networking an Infrastructure Programmes
• Good commercial acumen including a good understanding of complex outsourcing deals
• Ability to meet deadlines and work under pressure balancing multiple priorities
• Comfortable working in a complex multi-stakeholder environment
• Excellent written, verbal and interpersonal skills
• Awareness of ITIL (preferred)
• MCIPS (or equivalent) (preferred)
