1. Duties & Tasks:
a) Provide Subject Matter Expert support to Projects, Service Delivery (SD) teams and to several MOD customers (eg. Training Estate, Royal Engineers, RAF, Defence Equipment & Support etc.).
The wide-ranging technical queries include any aspect of civil or structural engineering, particularly the high risk areas of masts & towers, lowerable structures, ageing WW2 hangars, bridges, embankments, retaining structures and seismic assessments, as well as all types of building structure or fabric, and facilities such as obstacle course structures.
Scope includes any stage such as tender assessment, design, installation, commissioning, maintenance, repair, refurbishment and diagnosis of problems.
b) Support to the MOD's Senior Authorising Authority for Work at Height (WaH), responsible for ownership and implementation of JSP375 Part 2 Vol.3 Chapter 7 (Safe Systems of Work for WaH); including assessment of prospective Authorising Engineers (AE), various assurance activities, audits and reviews of AE performance. Quarterly meetings with the Mast & Tower Safety Group.
c) Support to Policy lead in many technical areas, providing professional advice and guidance, as well as the authorship and review of DIO technical standards and various other publications.
d) Specification of several maintenance tasks in the Hard FM Standards & Tasks and SFG20 schedules, and provide responses to queries arising from DIO SD, customers and contractors.
e) Investigate incidents & accidents, monitoring for trends with preparation & issue of Safety Alerts when required.
f) Support to priority DIO corporate requirements; eg. future contracts, design strategy, FM standards.
2. Functional Competencies:
a) Demonstrable knowledge and experience of Civil / Structural Engineering design and construction, with an ability to assess installations, investigate incidents, make judgements regarding adequacy and to devise solutions.
b) Knowledge of the hazards allied to working at height and the means of prevention and protection from incident or injury.
c) Good organisational and multi-task planning skills, with ability to work either independently or in a team, both with customers and managing contractors.
d) Working knowledge of Microsoft Office.
e) Chartered MICE or MIStructE or close to achieving it.
f) MOD SC security clearance preferred.

1st Degree in Civil or Structural Engineering.
