Senior Project Manager

Location: Portsmouth with regular travel

Rate: £650/day

IR35: Outside

Clearance Required: Active DV is essential

The role:

  • Royal Navy, ex-forces or MOD background
  • Experience writing processes
  • Stakeholder management – really good communication skills and must not be afraid of delivering constructive criticism in a non-confrontational way
  • Understanding of how to develop capabilities within defence

Main Duties & Responsibilities:

Takes responsibility for the definition; documentation and safe execution of a single major project or a number of smaller initiatives; actively participating in all phases of the project. Identifies; assesses and manages risks to the success of the project. Effectively estimates costs; timescales and resource requirements for the successful delivery of the project(s) to agreed terms of reference. Ensures that realistic project and quality plans are prepared and maintained and tracks all activities against the plan; providing regular and accurate reports to stakeholders; as appropriate. Monitors and forecasts costs; timescales and resources used; and takes action where these deviate from agreed tolerances. Ensures that delivered systems are implemented within these criteria. Manages the change control procedure; ensures that change is captured; impact assessed and approved and ensures that project deliverables are completed within planned cost; timescale and resource budgets; and are signed off. Gains agreement for revisions to the project(s) from project sponsors. Provides effective leadership to the project team ensuring that team members are motivated and developing their skills and experience. Takes appropriate action where performance deviates from agreed tolerances. Actively represents the project team; ensuring that effective relationships are built and maintained with the business. Ensures that own projects are formally closed and; where appropriate; subsequently reviewed; and that lessons learned are captured and actioned. Produces appropriate documentation to support these processes.

  • There is a 2* instruction to set up the Transition to War (TTW) Cell with the following requirements:
  • Overcome existing culture, mindsets, behaviours and assumptions in relation to lethal systems (e.g. advent of weaponised Al)
  • Review and articulate the RN’s Lethality challenges
  • Understand and cohere the broad range of activity within the lethality sphere
  • Develop candidate solutions for addressing Adversary lethal threats
  • Identify how new technology impacts the calculus
  • Challenge Status Quo and assumptions
  • There is a requirement for 2 x L3 Analysts with DV Clearance to assist with the set up of the cell and achieve TOC by 31 Mar, in line with the deliverables stated below. The roles will be Line Managed by a L4 Project Manager. Implementation of the TTW Cell with the specific deliverables of:

Establish Lethality Cell:

  • Op Model design and build
  • Governance model design and build
  • Forward manning solution implementation
  • Infrastructure & accommodation
  • Engagement & relationships

Implement Lethality Cell:

  • Establish a coherent view of existing lethality thinking
  • Provide creative thinking on alternative methods for delivering lethality
  • Align inputs and outputs with current governance mechanisms
